Contractors must complete all forms of the SECNAV 5512. All other guests/visitors requiring DBIDS must complete 1-23, 28 & 29 of the SECNAV 5512.
WHAT IS DBIDS

DBIDS is a Department of War owned and operated system developed by Defense Manpower Data Center as a force protection program to manage personnel identity and access at DoW installations.

DBIDS is a networked database system designed to easily verify access authorization of personnel entering military installations by using barcode and fingerprint biometric identification.

Once you are enrolled in DBIDS, you are continuously vetted to ensure you continue to meet the requirements to enter a military installation.
DISQUALIFICATION FOR ACCESS TO Mcas Beaufort

Non-REAL IDs typically contain markings like "Not Valid for Federal Purposes," "Not For Use as Federal Identification," or "Federal Limits May Apply." For those who possess a non-REAL ID, a combination of other identifications are required.
Visitors to MCAS Beaufort will provide one REAL ID or two other original forms of valid identification, for the purpose of identity proofing to receive base access. One form of ID must be from the list below. The second form can be from the list below or can be the individual's social security card or birth certificate.
- DoW Common Access Card
- DoW USID Card
- REAL ID compliant or enhanced driver's license or non-driver's identification card
- U.S. Passport or U.S. passport card
- Foreign passport bearing an unexpired immigrant or non-immigrant visa or entry stamp
- Foreign passport with a current arrival-departure record, U.S. Customs and Border Protection Form I-94 bearing the same name as the passport, and containing an endorsement of the alien's non-immigrant status indicating that status authorizes the alien to work for the employer
- Veteran's Health Identification Card (VHIC)
- Non-Federal PIV-interoperable (PIV-I) card
- Transportation Worker Identification Card (TWIC)
Department of War issued identification cards (Common Access Cards and Teslin Cards such as military retiree, dependent, reserve, individual ready reserve) do not require any action.
REAL ID HOLDERS
In the upper right corner, REAL ID compliant credentials display a star.
1. Pre-enroll in DBIDS at the following link: https://dbids-global-enroll.dmdc.mil/enroll#!/
2. Print off the DBIDS registration confirmation.
3. Complete and print out SECNAV 5512 form.
4. Bring your REAL ID, completed SECAV 5512 form, DBIDS registration confirmation, and the name of your government sponsor to the MCAS Beaufort Visitor Center/Pass and ID Office.
5. Bring your DBIDS registration confirmation, completed SECNAV 5512, and two forms of ID to the MCAS Beaufort Center/Pass and ID Office.

NON-REAL ID HOLDERS
1. Pre-enroll in DBIDS at the following link: https://dbids-global-enroll.dmdc.mil/enroll#!/
2. Print off the DBIDS registration confirmation.
3. Complete and print out SECNAV 5512 form.
4. Ensure you bring at least two of the following documents:

United States Passport.

Permanent Resident Card/Alien Registration Receipt Card (Form I-551).

Foreign Passport with a temporary (I-551) stamp or temporary (I-551) printed notation on a machine-readable immigrant visa.

An employment authorization document that contains a photograph (Form I-766).

Current/Valid Driver’s License (cannot say “Federal Limits Apply” or “Not for Federal use”).

Identification card issued by Federal, State or local Government Agencies.

U.S. Coast Guard Merchant Mariner Legacy Cards.

U.S. Coast Guard New Merchant Mariner Credential.

Approved Department of Defense (DoD) Privilege Card Holder.
5. Bring your DBIDS registration confirmation, completed SECNAV 5512, and two forms of ID to the Provost Marshal's Office.

3. Go to the MCAS Beaufort Visitor Center/Pass and ID Office with your DBIDS registration confirmation and your Federal PIV card. Your purpose for access will be verified at the MCAS Beaufort Center/Pass and ID Office. Federal PIV cards will only be enrolled if there is a valid purpose for access (i.e. work on base).
veteran health id card holders
1. Pre-enroll in DBIDS at the following link: DBIDS Pre-Enrollment (dmdc.mil)
2. Print off the DBIDS registration confirmation.
3. Complete and print out SECNAV 5512 form.
4. Go to the MCAS Beaufort Visitor Center/Pass and ID Office with the DBIDS registration confirmation, completed SECNAV 5512 Form, and your Veteran’s Health ID Card. Your purpose for access will be verified at the MCAS Beaufort Visitor Center/Pass and ID Office. Your Veteran’s Health ID card may be assimilated, and base access privileges may be loaded onto your card upon completion of a favorable background check.
May be used for instillation access after the following steps.
1. Card must say "service connected" (Purple Heart Recipient, Medal of Honor Recipient, Former POW).
2. VHIC card holders are not authorized to sponsor anyone aboard the instillation.
3. VHIC card holders may bring their caregiver. However, the caregiver must show up to date proof from the VA that they are the individual's caregiver. The caregiver will need to come into the VCC to obtain a DBIDS card which will expire on the day their current caregiver letter does.
4. VHIC card holders are not authorized for work purposes.
5. VETID.CARDS or VET.DESIGNATIONS on DLS are NOT accepted for entry.
Commercial vehicles are defined as vehicles that are larger than a cargo van/pickup truck as depicted below:
Commercial vehicles are required to be processed at the Commercial Vehicle Inspection (CVI) Lot prior to being granted access to the installation. When the CVI Lot is closed, commercial vehicles will be processed at the gate.
All vehicle occupants must have an access credential.
Contact your contracting officer's representative or point of contact for instillation access.
Drivers must be registered in DBIDS or have another approved access token (CAC/Teslin).
Drivers without DBIDS or other access token will not be allowed to access the installation. The passenger/fare will have to be dropped off at the gate. Food deliveries or other packages can NOT be dropped off at the gate or with PMO personnel.
Drivers may NOT access as trusted travelers (escorted by their fare).
DBIDS passes will be electronically limited to 90 days. Upon showing proof (at the MCAS Beaufort Center/Pass and ID Office) that the driver is still employed by the taxi, ride share, or food delivery company, the pass will be extended for 90 additional days.
The MCAS Beaufort Center/Pass and ID Office will print on driver DBIDS cards “For Ride-Share/Food Delivery Access Only.” Gate personnel shall require Ride-Share/Food Delivery drivers to show the cellphone application that indicates fare or delivery on MCAS Beaufort.

Foreign nationals who are not affiliated with the Department of War require sponsorship from permanent personnel to visit the Marine Corps Air Station Beaufort.

Additionally, foreign nationals that intend to visit MCAS Beaufort must coordinate with the MCAS Beaufort Security Manager at least 14 business days prior to their intended date of arrival.

Undocumented foreign nationals are prohibited from accessing MCAS Beaufort.

Command Special Event Coordinators should email the Security Manager’s Office at least 14 business days in advance.
1. Anyone over the age of 16 who has been granted unescorted access onto the installation.
2. Authorized individuals (CAC/TESLIN card holders) who have been granted unescorted access can vouch for no more than 5 co-travelers (allows access for guests without going to the MCAS Beaufort Visitor Center/Pass and ID Office or registering in DBIDS).
3. The trusted traveler designee is responsible for the actions of all co-travelers while they are on-base.
4. The trusted traveler designee must have sufficient knowledge of the co-travelers to legitimately vouch for their identity, fitness, and purpose.
5. The trusted traveler (designee) designation is only authorized for persons granted continued unescorted access who have been identity proofed, received a favorable fitness determination, have a valid purpose for access, and possess an approved DoW or federal privilege card.
6. Persons in possession of a DBIDS credential or pass are NOT authorized trusted traveler privileges.
7. Foreign nationals and foreign visitors are NOT authorized to sponsor or escort others.
8. Lyft, Uber and other taxi/ride share drivers cannot access the Base as trusted travelers.
9. When the MCAS Beaufort Visitor Center/Pass and ID Office is closed, trusted travelers are authorized to escort co-travelers in a separate vehicle (limit one additional vehicle per trusted traveler). The trusted traveler is responsible for all co-travelers and must maintain continuous sight of the other vehicle.

| Q - What if I want to host a special event aboard the base? (retirement, promotion, conference, funeral, wedding, MCCS club event, etc.) |
A - The event sponsors/tenant commands are responsible for ensuring attendees are aware of base access policies/registration requirements. The primary access procedure for special events is for all unaffiliated attendees to go to the MCAS Beaufort Visitor Center/Pass and ID Office and be processed for a pass at the MCAS Beaufort Visitor Center/Pass and ID Office to attend the event. Passes can be obtained at the MCAS Beaufort Visitor Center/Pass and ID Office in advance of the event (up to 30 days). When requested in advance, special access procedures may be authorized for large events and events occurring at times when the MCAS Beaufort Visitor Center/Pass and ID Office is closed and advanced registration is NOT possible. The event sponsor must submit a special event waiver request to the Commanding Officer, Security Manager, at least 30 days prior to event.

| Q - What are the disqualification criteria for base access? |
| A - The following is the criteria for disqualification for base access. |
|
(1) The Provost Marshal's Office personnel are unable to verify the individual’s claimed identity based on reasonable belief the person submitted fraudulent identity information in the attempt to gain access.
(2) The individual has a conviction for espionage, sabotage, sedition, treason, terrorism, armed robbery, or murder.
(3) The individual has a felony conviction for a firearms or explosives violation, regardless of the date of conviction.
(4) The individual has been convicted of crimes encompassing sexual assault or rape.
(5) The individual has been convicted of crime encompassing child molestation, or the possession or production of child pornography.
(6) The individual has been convicted of trafficking in persons.
(7) The individual is a registered sex offender.
(8) The individual has been convicted of drug possession with intent to sell or distribute.
(9) The individual has an active arrest warrant from federal, state, local, or other civil LE authorities, regardless of offense or violation.
(10) The individual has a felony conviction within the last 10 years, regardless of the offense or violation.
(11) The individual’s name appears on any federal or state agency watch list for criminal behavior or terrorist activity.
(12) The individual is debarred entry or access to a Marine Corps site, other DoW installations or facilities, or other federal site or facility.
(13) The individual engaged in acts or activities designed to overthrow the U.S. Government by force.
(14) The individual is known to be or reasonably suspected of being a terrorist or belongs to an organization with known terrorism links/support.
(15) The individual is known to be, or suspected of being, a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.
(16) The individual is on parole or probation.
(17) The individual has criminal arrest information that the site commander determines the person presents a threat to the good order, discipline, or health and safety on the Marine Corps site.
(18) The individual has been convicted of 3 or more misdemeanors in the last 10 years.

Members of the media are welcome on the base after coordinating with the MCAS Beaufort Communications Strategy and Operations (COMMSTRAT) or an authorized tenant command sponsor and completion of the base access procedures.
MCAS Beaufort COMMSTRAT shall be informed for situational awareness when any member of the media requests access to the base (to include media visiting tenant commands). COMMSTRAT's contact number is (843)-228-7225. If approved by COMMSTRAT, media that has completed all base access requirements may be authorized unescorted access.
